April 10 was the deadline for Senate bills to pass out of initial House policy committees and appropriations & budget subcommittees. Here is what I was able to successfully move through committee this week.
The House Agriculture Committee advanced two measures Senate Bill 263 would continue efforts to eradicate various invasive species throughout our state to reduce the threat they pose to our water supply and to public safety. This measure adds a few more varieties of invasive species. The House has been very supportive of these measures the last few years, and I am delighted to gain new support recently in the Senate. Therefore, I'm thrilled to present this Senate proposal, hoping it gets signed into law.
Senate Bill 940 is along similar lines. It would direct the Oklahoma Conservation Commission to implement a statewide plan of identification, inventory and implementation of eradicating woody species on state-owned or operated land.
Senate Bill 521 passed the House Business Committee. This is a constituent request that sets out some clarifications in definitions in the franchisor/ franchisee relationship. It is very basic and unrestrictive. It does prohibit the franchise seller from offering promises in terms of the franchise agreement.
Senate Bill 996 is a companion to a House bill I ran. It would establish guidelines for museums to acquire or dispose of abandoned property. This measure passed in the House Tourism Committee.
Senate Bill 604 is a companion to House Bill 2158, which passed in the House recently. This deals with franchise auto dealers and original equipment manufacturers. The Senate's version speaks more about digital technology and thirdparty integrators, which is why it was assigned to the Public Safety Committee, where it passed.
Also this week, I authored Senate Concurrent Resolution 7, recognizing April 18 as National Lineman Appreciation Day. Line workers are the true heroes of the electric power industry, risking their lives to maintain and repair electrical power grids 24 hours a day, 365 days a year. They are often the first to respond during storms and other catastrophic weather events so first responders can get to the scene safely.
I also was privileged this week to recognize five members of the Secrest family, of Seiling, as Veterans of the Week in the House. Four members of the family – William 'Bill' Eugene, John Patrick, William Travis and Melissa – served in our armed forces. Debbie Secrest, wife and mother to this crew, was recognized for her unwavering support of their service and sacrifice.
Also recognized on the House floor were members of the state championship Class 2A girls basketball team, The Oklahoma Bible Academy Lady Trojans; and the Okarche Warriors High School boys' basketball team who are back-to-back Class A state champions.
