Three adult men have recently been arrested and charged with attempting to initiate sexual contact with a Blaine County minor. The ‘minor’ was one or more investigators from the sheriff’s investigators’ office.
The first case involves Shannon Lee Sanner, 53, of Wilson, Oklahoma. He made contact in October with ‘Macie’ who identified herself as a 15-yearold child living in Watonga.
Sanner sent multiple explicit messages that went on for months, in which the man wrote several times he was aware of ‘Macie’s’ age.
On October 25, Sanner messaged the undercover officers and said he was in Watonga to surprise ‘Macie’ and take her to dinner and a movie. He waited at Loves, and the casino, then at the Loves truck stop. During that time, Officer Jarrett George of BCSO and officers Rick Garcia and Kagan Rinehardt of Watonga PD had eyes on Sanner and his vehicle as he looked for the fictitious girl to meet him at the gas station. On his arrest, Sanner admitted he knew what he was doing was wrong and he needed help. He has been charged with making lewd or indecent proposals to a child under 16 when the accused is more than three years older than the victim; encoursexual conduct with a minor; and using a computer for the purpose of violation of Oklahoma statutes. All are felonies. His bail was set at $100,000 and he remains in the Blaine County Jail.
The second incident took place on or around October 30. Bradden Keith Rowley, 24, of Oklahoma City contacted ‘Macie’ who clearly identified herself as a 15year-old living in Watonga.
For at least a week, Rowley sent explicit messages to ‘Macie’ indicating he wanted to have sex with her, often in the same sentence as mentioning her age.
He also sent live pictures of himself in his work uniform with his private parts exposed. The uniform identified Rowley as an employee of the Oklahoma County Detention Cener. Investigators at that facility worked with Jarrett to identify Rowley and pinpoint his visits to the restroom as the same time the video was sent to ‘Macie.’
Rowley was arrested at OCDC and brought back to Blaine County where he was booked on charges of making lewd or indecent proposals to a child under 16 when the accused is more than three years older than the victim; encouraging sexual conduct with a minor; publishing, distributing or preparation of obscene material or child pornography; and using a computer for the purpose of violation of Oklahoma statutes. All are felonies. His bail was set at $20,000 and he has since posted bail and been released from Blaine County custody.
In the third incident, Devin Lasker, 25, of Stillwater made contact via computer with ‘Macie’, who again identified herself as a 15year-old child living in Watonga. He sent multiple sexually explicit messages to the makebelieve child as well as sending photos of private and other body parts and pornographic video clips.
Lasker, however, was concerned ‘Macie’ could be an undercover officer because she refused to send explicit photos back. He said he had been watching ‘How to Catch a Predator’ and it was a lot like what he was doing himself.
Lasker revealed to ‘Macie’ he worked nights in Guthrie, and he had a white car. Authorities pulled surveillance tapes from the Guthrie area, finally locating Lasker’s car.
Eventually Lasker blocked ‘Macie’ on one app and tried using Snapchat instead. He eventually blocked her on all his social media accounts.
It was too late. Law enforcement was still able to access the messages and charged Lasker with making lewd or indecent proposals to a child under 16 when the accused is more than three years older than the victim; encouraging sexual conduct with a minor; and using a computer for the purpose of violation of Oklahoma statutes. An arrest warrant was issued Nov. 5. It is unclear where his bond was set.
