Carl and Christie Brewer of Watonga are facing multiple counts of child abuse according to charges filed by the Blaine County Sheriff’s Office. The couple were arrested separately Oct. 24 in Watonga.
Carl Brewer, 57, has received six charges of lewd or indecent acts with a child under the age of 16 and two felony child abuse charges.
Christie Brewer, 53, has been charged with six counts of child endangerment/failure to protect.
Each has posted bond of $150,000 and will have a court appearance Dec. 14.
According to the probable cause affidavit, the case came to light when one of the female children in the home disclosed she had been the victim of repeated molestation at the hands of Carl Brewer, her adoptive father. The narrative indicates that Brewer entered her bedroom two to three times a week late at night. The older victim, who was between 11 and 15 years old when the events took place, told investigators she would often wake up to find Brewer watching her sleep and on three occasions he had fondled her buttocks. Another time, when she was 12, he groped her private parts. The victim stated she kicked Brewer to make him stop. He also groped her breasts.
A second child disclosed a similar pattern of molestation. She would wake to find Brewer in her room late at night, watching her sleep while he rubbed his genitals. She was between 7 and 11 years old. He would grope her buttocks and had attempted to lie in her bed with her, but she kicked at him until he stopped.
A third child backed up the sisters’ statements because from his basement bedroom, he could hear his father go down the hall to the girls’ rooms. The steps were distinctive, he said, because Brewer was recovering from a medical condition that caused him to limp heavily, the affidavit shows.
Later, a fourth child said he had seen Brewer place the boy in a rear naked choke hold at their grandmother’s home. When the teen was interviewed by investigators, he said there were two other choking incidents, one in the basement of the house and one while they were camping.
In the case of Christie Brewer, the affidavit shows that the child who made the allegations originally told investigators one of the other siblings told her “three or four years ago” that the molestation was going on and she did nothing to stop it. She further failed to report the allegations to law enforcement.
If convicted, each of Carl Brewer’s lewd or indecent acts charges is punishable by not less than 25 years in prison and each child abuse charge is punishable by not more than one year in the county jail or up to life in a Department of Corrections facility, and/or a fine of at least $500 and not more than $5,000. Both punishments may be applied in the child abuse case.
If convicted, each of Christie Brewer’s enabling child abuse/failure to protect counts is punishable by one year in county jail or up to life in an Oklahoma Department of Corrections facility and fines of between $500 and $5,000.
Christie Brewer’s resignation from the Watonga Public Schools was accepted at Monday night’s board meeting. She had left her post on Oct. 28.
