Watonga City Council was unable to attain a quorum again Tuesday evening. In the face of the absence of council member Tina Willis, the other two council members were unable to conduct business. In order to ensure timely payment of bills and payroll, three special meetings were called. Statutorily those meetings may deal with issuing payments, but cannot hear or act on other issues.
